OnlyHealthInsurance Marketing is the property of Dougherty Health Insurance Sales, LLC, a specialist in private health insurance, Medicare and travel insurance in California for over 35 years. DHIS is a three generation family operated agency located in Novato, California.
Our Mission
The mission of DHIS is to assess each individual’s unique circumstances, provide honest professional opinions about likely outcomes, share all relevant options available, educate on what to look for in coverage and to serve future needs. This is accomplished with a commitment by our staff to be easily accessible by phone and email, friendly and respectful, educated in the latest insurance plans and trends, and by offering web based information and tools. It is this approach that has made us a leader in this field and why employee benefit specialists, financial planners, and other insurance brokers rely on us for guidance for their key clients.

Owner President
Phil has been the leader in Individual and Family health insurance, Medicare and Int’l/Travel insurance markets for over 30 years. Phil is a second-generation insurance agent and has grown the family business to be one of the most active agencies in the state in these niche markets. Phil was also the President and founder of ITG Worldwide Insurance Agency, an award-winning general agency that provides insurance products to international travelers and expatriates. His greatest enjoyment still comes from daily conversations he has with people about their insurance needs and sharing solutions.
Patricia Dougherty
General Manager
Patricia joined the business in 2021 representing a third generation in our family business. Her creative and technical skills are improving the client experience and our education and enrollment processes. Patricia’s sense of adventure and experiences traveling internationally make her particularly interested in travel medical insurance. Stay tuned for her travel blog! She looks forward to connecting with all our new and existing clients and continuing the family business.
Lois Whitley
Senior Administrative Assistant
Lois Whitley has over 40 years of experience in the health insurance industry and has special expertise in Medicare related products and Small Group Insurance. Lois is a Sales Assistant & Senior Administrative Assistant and over the last 15 years with OnlyHealthInsurance has made special bonds with our clients and carrier representatives.

John’s Retirement
I am writing to announce the retirement of John Wheeler. I am delighted for John and the more free time he’ll have to fish, travel, and be with family. I’m also saddened to be losing a real pro in the agency and will miss our chats around the watercooler. John dove headfirst into this business 20 years ago and has come out a leader in the field of health insurance and Medicare. His attention to detail, thoughtful communication and professionalism made him a highly respected and sought-after broker and he will be truly missed.
Despite John leaving the agency, we continue with our mission of providing sound advice on health insurance subjects in a spirit of truth and understanding and in a manner of kindness and patience. Our family agency is in its third generation of striving to fulfill that mission. We are here if you need us and always appreciate your referrals.

Welcome Patricia Dougherty!
Nearly 30 years ago I joined my father Dan in his insurance agency. We expanded the business to become a leading expert in individual/family health insurance, Medicare supplements, and travel insurance. It continues to be a very gratifying business and I have no intention of retiring anytime soon. In fact, we’re expanding! Please join my staff and I in welcoming my daughter Patricia to OnlyHealthInsurance. I’m delighted to have the next generation joining the family business.
Patricia graduated with Latin honors from NYU. She misses the East Coast but is happy to be back in the Bay Area. She is a seasoned traveler and counts Bhutan and Kiribati as two of her favorite places visited. Her experiences bring a fresh perspective to the agency as well as strong technical and communication skills. She is fitting in nicely and catching on fast!
We look forward to continuing the legacy my father started of providing unparalleled service and sharing information freely. The success of our referral-based agency is a reflection of this legacy.
